This WoW Forever tier list is our prediction for launch on November 4, ranked separately for leveling, dungeons, raids, PvP and new players. The short version: Hunter and Warlock are the best leveling classes, Protection Paladin is the strongest dungeon tank, Priest the safest healer, Mage leads dungeon damage, and Rogue is the best bet for raid damage at 60, because Blizzard’s class article credits Rogues with “the highest potential single-target melee damage in the game”.

Treat it as a forecast: the beta has been capped at level 30 since October 1, so nobody has used a 31-point talent or seen a raid. Every placement names its mechanic and how sure we are. The basis is Blizzard’s October 8 beta development notes, Blizzard’s class articles from September 30 and October 7, and our guides to the WoW Forever class changes and the best race for every class. Everything else about the launch is on our WoW Forever hub.

WoW Forever Tier List at a Glance

Where a class has several roles, the cell names the role that earns the grade.

PaladinAS (tank), A (healer)A (tank, healer), B (Ret)BS

PriestBS (healer)S (healer), B (Shadow)AB
ShamanAA (healer, Enhancement)A (Enhancement, healer)AA

S is the best pick for that activity on current evidence, A is strong, B works with a clear weakness, and C means playing against the class’s design.

How We Ranked: What the Beta Can and Can’t Show

These rankings come from mechanics, not damage meters. Nobody has published level 60 numbers for WoW Forever, and this list doesn’t invent any.

  • Build: the October 8 beta build, still the newest with development notes on October 14. The beta closes on October 21.
  • Level cap 30: talents start at level 10, so testers have 21 points at most. Every 31-point talent is untested, including Wild Growth, Riptide, Lava Burst, Prayer of Mending, Sniper Shot, Berserk and Venom. So are Frostfire Bolt and Dual Specialization, both at level 40.
  • No raids: Barrow Deeps (10 players), Hyjal Summit (20) and Onyxia’s Lair (40) open on December 9. None is in the beta.
  • Confidence: high means the mechanic is live and visible below level 30, medium means talents after 30 can change the picture, low means it depends on talents, gear or fights nobody has tested.

Blizzard’s class articles (Priest and Warrior, Hunter and Druid, Mage and Shaman, Rogue and Warlock) also spell out what each class should be bad at: Hunters can’t stun or interrupt, Druids can’t snare or interrupt, Shaman lack effective crowd control, and the systems panel recap says Paladins still have no interrupt and no real slow.

Best Leveling Class in WoW Forever

Hunter and Warlock are the best leveling classes in WoW Forever, because both get a pet that now scales with their own gear and takes the hits. Warrior ranks last, as it did in Classic, even after rage fixes in three beta builds.

TierClassWhyConfidence
SHunterPets gain stats from the hunter’s gear, traps work in combat and Aimed Shot is baseline at 20. Per Icy Veins’ beta data, other shots no longer delay Auto Shot.High
SWarlockDemons scale with the warlock’s stats, Demonic Energies heals the pet from your spell damage, and Pandemic (row 3) raises the crit damage bonus of DoTs and drains by up to 100%.High
APaladinHoly Strike from level 6, Consecration baseline at 20, Seals that stay up after Judgement, plate and self-heals. October 8 cut Retribution Aura, a passive AoE tool, back to Vanilla damage (about a third less).High
AShamanStormstrike at 16 points (level 25) on an 8-second cooldown, 60-minute weapon imbues, 5-minute totems, and Blizzard counts Shaman among the sturdiest classes.Medium
AMageStill self-sufficient with conjured food and Frost Nova, but Blizzard shortened Cone of Cold and cut Improved Blizzard’s slow from 65% to 40% to stop large kited pulls, which is how Classic mages leveled fastest.Medium
BDruidOmen of Clarity is baseline at 20 and potions work in forms, but October 8 cut Thorns back to Vanilla base damage with a 6% spell power ratio (was 13.3%).Medium
BPriestHealing gear adds a third of its bonus as damage, but Shadowform, which halves Shadow spell costs, is still the last Shadow talent (level 40 at the earliest).Medium
BRogueSmooth energy regeneration and one-handed axes, but no healing ability, so downtime between pulls stays as long as in Classic.High
CWarriorRage from hits is normalized to weapon speed. Crits give 100% more rage since October 1, October 8 fixed lost rage from taking damage, and Victory Rush (level 20) heals 10% after a kill.Medium

Tester feedback points the same way. An October 13 thread on Blizzard’s beta forums titled “Casters feel horrible” argues that every caster except Warlock runs short on mana and damage at the beta’s levels. That is player opinion, not a measurement, but it fits the mechanics: the Warlock is the only caster with a demon tanking for it.

Warrior stays at C because rage still starts at zero in every fight, and Blizzard’s own article says warriors lack “the tools to easily recover from taking too much damage”. October 8 rebalanced rage from taking hits for questing warriors, which should help. Whatever you pick, our WoW Forever leveling guide has the zone route.

Best Classes for Dungeons by Role

For WoW Forever dungeons, Protection Paladin is the strongest tank, Priest the safest healer and Mage the best damage dealer, because packed pulls reward AoE threat, flexible healing and area damage. Dungeons matter more for leveling since October 8 raised dungeon mob XP by about 20%; our dungeons by level guide shows where to go.

Dungeon tanks

TierClassWhyConfidence
SPaladin (Protection)Seal of Fury turns Judgement into a taunt, Consecration is baseline at 20 and blocks restore mana. October 8 stopped those mana returns from generating threat, a small cut.High
AWarrior (Protection)Thunder Clap works in Defensive Stance, Shield Wall has its own cooldown, and October 8 fixed lost rage from crits and crushing blows taken.High
ADruid (bear)Bear Form’s threat bonus rose from 30% to 50% on October 8, Primal Bite’s threat roughly doubled on October 1, and crits give 100% more rage. Lacerate comes at 42.Medium
CShaman (Enhancement)Spirit Weapons (21 points) raises threat with Rockbiter, but Blizzard calls it a temporary tank for small groups.Medium

Dungeon healers

TierClassWhyConfidence
SPriestBlizzard calls Priest the most versatile healer: shields, HoTs and direct heals. Prayer of Healing now heals the target’s party, and Penance arrives at 21 points (level 30).High
AShamanChain Heal, Water Shield (11 points) for mana and Mana Tide at 16 points instead of 31. Mail and a shield help when a pull goes wrong.Medium
APaladin (Holy)Plate and strong single-target heals; group healing depends on Light’s Vigil, a capstone nobody has used yet.Medium
BDruid (Restoration)HoTs can crit and Swiftmend (16 points) keeps its HoT, but Wild Growth needs 31 points. Expect A from level 40.Medium

Dungeon damage dealers

TierClassWhyConfidence
SMageBlizzard calls mage area damage stronger and more varied than any other class’s, and Polymorph still fixes messy pulls. The slow nerfs target solo AoE farming, not group pulls.High
AWarlockHellfire can crit since October 1, Curse of the Elements now covers all magic damage, and Bane of Havoc (21 points) copies 15% of your damage onto a second target.Medium
AWarrior (Fury)Whirlwind always hits with both weapons since October 1, and Blizzard calls sustained multi-target melee damage a strength no other melee class has.Medium
AShaman (Enhancement)Fire Nova is now a spell you can repeat at your Fire totem, Windfury Totem is a party buff, and Stormstrike comes up every 8 seconds.Medium
BRogue, Hunter, Paladin (Ret), Druid (Balance)Good single-target damage, limited AoE. Hunter’s Multi-Shot now shares a cooldown with Aimed Shot; Balance’s Hurricane lost its cooldown.Medium
CPriest (Shadow), Druid (Feral)No Shadowform until 40; cat damage is single-target only.Medium

WoW Forever Raid Tier List (Level 60 Prediction)

For level 60 raids, Rogue is the safest damage pick, Warrior the safest tank and Priest the safest healer. Confidence is low for every row here: nobody has raided in WoW Forever, so these placements rest on Blizzard’s stated design goals and on talents nobody has played at 60.

TierSpecWhy
SRogueBlizzard’s October 7 article credits Rogues with the highest potential single-target melee damage in the game, the clearest damage statement it has made for any class.
AWarlock (Affliction)Banes no longer count as Curses, so one warlock runs Bane of Agony and Curse of the Elements together, and Pandemic boosts DoT crits. Shadow Weaving no longer buffs warlocks, though.
AMageArcane Blast raises the damage of every other mage spell. Ignite, Improved Scorch and Winter’s Chill now only help the mage who applied them, so stacking mages gains nothing extra.
AShaman (Enhancement)Blizzard calls Enhancement’s damage competitive and names it a winner of the combined hit and crit stats.
BHunter, Warrior (Fury), Priest (Shadow)Sniper Shot is a 4-second cast and pets no longer take player buffs; normalized rage breaks Fury’s old gear-to-rage loop; Blizzard says Shadow lacks a Warlock’s utility.
BPaladin (Ret), Shaman (Elemental), Druid (Balance)Hybrids with real rotations now, but Retribution’s passives were trimmed on September 24 and Elemental lost Elemental Mastery.
CWarrior (Arms), Druid (Feral)Arms testers report rage starvation, and cats traded powershifting for Shifting Power, which runs on a cooldown.
Raid roleSAB
TankWarrior: Shield Wall on its own 15-minute cooldown, and Blizzard says any raid is happy to take onePaladin: taunt, mana from blocks, Templar’s Bulwark absorbDruid: Thick Hide now uses Defense gear, but Icy Veins notes no easy immunity to crits and crushing blows
HealerPriest: shields, HoTs, Prayer of Mending, Binding HealDruid (Wild Growth), Shaman (Riptide strengthens Chain Heal), Paladin (Light’s Vigil)None

Raid size shifts value too: in a 10-player Barrow Deeps group, unique buffs such as the party-wide Windfury Totem count for more.

WoW Forever PvP Tier List

Rogue, Mage and Warlock top the WoW Forever PvP tier list, because burst, control and fear decide battlegrounds. The October 8 build also removed the reduced effect of critical strikes in PvP, which makes every burst class stronger.

PvP in Forever means battlegrounds and world PvP. Blizzard’s PvP progression post puts the PvP trinket at Rank 2 and epic gear tokens from Rank 8, and the new 15-vs-15 Darkspear Islands battleground is open to levels 30 to 60. Confidence here is medium: the PvP changes are live in the beta, but only up to level 30.

TierClassWhy
SRogueSap no longer breaks Stealth, crits hit at full strength since October 8, and Cutthroat (row 6, untested) enables Ambush mid-fight.
SMageBlizzard calls Frost’s control still unrivaled. Ice Block moved up to 16 points (level 25); Cold Snap’s cooldown doubled to 10 minutes.
SWarlockFear, DoTs that crit, a 30% slow from Curse of Exhaustion (16 points), and Soul Link moved up to 21 points.
APriestShadowform cuts physical damage taken by 15% and Silence now interrupts, but Blizzard calls priests vulnerable with few escapes.
ADruidForms are immune to Disarm since October 1, Entangling Roots works indoors and can hold three targets with Overgrowth. A natural flag carrier.
AHunterLongest range of any class and traps in combat, but no stun, no interrupt and a dead zone inside 8 yards.
AShamanEarthbound (21 points) makes Earthbind Totem a 5-second root. Blizzard removed Elemental Mastery because it would have made Elemental too strong in PvP.
BPaladinPlate and heals, but no interrupt and no real slow. Undead Paladins at least get a fear break.
BWarriorStill needs a healer. On October 1 Blizzard opened the top of the Protection tree to shieldless warriors for PvP picks like Iron Will and Improved Disarm.

Best WoW Forever Class for Beginners

Hunter and Paladin are the best WoW Forever classes for beginners: the hunter’s pet takes the hits while you learn, and the paladin wears plate, heals itself and has few buttons. Warrior is the hardest start.

TierClassWhy
SHunterThe pet tanks, you fight from range, traps work in combat.
SPaladinPlate, self-heals, Seals that stay up, Blessings that last 60 minutes.
AWarlock, ShamanWarlocks get a demon tank but more to manage; Call of the Elements drops all four Shaman totems in one cast.
BMage, Priest, Druid, RogueMage and Priest are fragile, Druid has four forms to learn, Rogue can’t heal itself.
CWarriorRage starts at zero, stances take the longest to learn, and Blizzard admits the class struggles to recover from heavy damage.

What Could Change Before Launch

  • Warrior rage: three builds in a row changed it, and Arms testers still ask for more.
  • Caster mana: if Blizzard answers the forum complaints, Mage and Priest move up in leveling.
  • Levels 31 to 60: every capstone talent and Dual Specialization arrive after the beta cap, so the raid section stays a forecast until December 9.

FAQ

What WoW Forever class should I play?

Pick by what you want to do most: Hunter or Warlock for solo leveling, Paladin or Warrior to tank, Priest to heal, Rogue, Mage or Warlock for PvP. Every class ranks A or better somewhere.

What is the best WoW Forever class for beginners?

Hunter and Paladin. The hunter’s pet tanks while you learn, and the paladin’s plate and self-heals forgive mistakes. Warrior is the hardest start.

What is the best DPS class in WoW Forever?

For raids, Rogue, because Blizzard’s class article credits it with the highest single-target melee damage. For dungeons and AoE, Mage. Neither has been measured at 60, since the beta stops at level 30.

Can you change your spec in WoW Forever?

Yes. You respec at a class trainer in a major city, and Blizzard says Dual Specialization unlocks at level 40. We will update this tier list with the launch build and again after the first raids on December 9.
